Online ID Verification Guide - For Employers

Online ID Verification (OIDV) is the culmination of a huge effort between UK Government, the Disclosure and Barring Service, and industry to establish a modern identity-checking service.

OIDV allows the ID Verification process for DBS applications to be completed digitally via the embedded portal within Personnel Checks. Subjects simply upload their ID via our portal and technology does the rest!

This provides a quicker, more secure, and, more accurate ID verification process for DBS Checks, making life easier for you as an employer and for your Subjects.

Frequently Asked Questions from Employers

  • Not at all! But we would recommend using it where possible as it is quicker and easier for you and your Subjects.

    The Disclosure and Barring Service recognise that, for many, OIDV is not a viable option. Manual ID Verification is not going to be removed as an option at any point in the near future.

  • Absolutely! Both Personnel Checks and our ID verification partner Yoti are ISO27001 accredited and undergo annual penetration testing to ensure our data protection practices are up to scratch.

    All ID data that is uploaded is encrypted and stored for a maximum of 30 days before being purged. Up until this point, only Personnel Checks can view the ID data.

  • As it stands, once OIDV is activated on your account, it becomes the primary method of ID verification for your business. You cannot use OIDV for some applications and then Manual IDV for others.

    If a Subject fails OIDV twice, they will automatically be prompted to complete their DBS application in the usual way.

    They will be asked to upload their ID at the end of the application form. Our team will then contact them directly and carry out the Manual ID verification on your behalf.

    This way, you continue to enjoy a fully outsourced ID verification service.

  • Adding OIDV to your account is £5 (£6 inc. VAT) per check.

    This additional cost is one of the main reasons why OIDV is a completely optional feature.

  • At the moment, only 3 forms of ID are acceptable for OIDV. Subjects must provide either a Passport, Biometric Residence Permit or Driving Licence (UK/Channel Islands/Isle of Man)(full or provisional).

    For Standard and Enhanced DBS applications require a combination of 2 of these documents. For Basic DBS application, only 1 document is required.

    If the Subject doesn't have the required combination of documents described above, they cannot complete OIDV. This also applies if the address information on the Driving Licence is not up-to-date. In both these cases, manual IDV will need to be carried out.

    Not only does it automate all the checks you’d usually carry out manually, it provides extra security by cross-referencing sources not usually accessible. This includes:

    • National Fraud Lists

    • The Electoral Roll

    • Political Exposed Persons (PEPs) Lists

    • Birth, Marriage and Death Registers

    Once OIDV is activated on your account, you don’t need to do anything. Just set up your DBS applications as normal and your Subject’s will be prompted to complete the OIDV process when they start their application form.

    The data gathered during the OIDV process is then populated onto the DBS application form. Not only does this make the form quicker to fill in, it reduces the chance for typos and other errors.

This guide goes through the Online ID Verification process from the perspective of a Subject. It gives a detailed breakdown of the step-by-step process they go through when completing their DBS application form.

Although this guide is aimed at Subjects, if you want a comprehensive overview of the process your Subject’s go through, this is the guide you need.

    Employers have no obligation to pay for any part of a DBS Check. This means they can pass on the full cost to you. However, it is very common for employers to cover all the costs involved.

    The list price for OIDV is £5 + VAT (£6).

  • There are a number of reasons that you might fail OIDV. This could be simply because the pictures you took of your documents weren’t clear enough or something more complex.

    The Personnel Checks platform gives you 2 attempts to complete OIDV. If you fail both of these attempts, you will be prompted to complete your DBS application form and then upload your ID at the end.

    Our team will then check your ID and complete the ID Verification manually, on your behalf.

  • In some circumstances, the name on your ID might not match. This can be because you’ve been married or changed your name by deed poll

    If this applies to you, then you can proceed with the OIDV as normal. Our IDSP partners Yoti can still verify your identity based on the databases they have access to.

    Once you’ve completed OIDV, you will be presented with a screen asking you to confirm the reason your name differs. Once you’ve done this, you will be able to continue with your DBS application.
